Crucial Statement of KPA Supreme Command

Pyongyang, February 23 (KCNA) — The Supreme Command of the Korean People’s Army (KPA) issued the following crucial statement on Tuesday: The U.S. imperialists and the south Korean puppet forces are making desperate efforts after being taken aback by the first successful H-bomb test of Juche Korea and its successful launch of earth observation satellite Kwangmyongsong-4.

As the hysteric farce for adopting resolutions on “sanctions” at the UN, madcap military moves for stifling the DPRK with all type nuclear weapons and all unprecedented “options” against the DPRK could not break the will of the DPRK, the U.S. and the south Korean puppet forces have now turned to their last gambling. That is the “collapse of social system” through “beheading operation” targeting the supreme headquarters of the DPRK. The U.S. imperialist aggression forces’ nuclear-powered submarine North Carolina has already entered Pusan Port, F-22A Stealth fighter-bombers have been deployed in the Osan air force base and special operation troops of the U.S. imperialist aggressor forces are finding their way to south Korea one after another to get involved in the operation. The first special warfare corps of the U.S. Army, 75th commando regiment, special commando regiment of the U.S. marines, 720th special tactics corps of the U.S. air force, special warfare team Seal and other special operation troops have already been deployed in fields. Their operation missions are to strike major strategic targets including the supreme headquarters and nuclear and strategic rocket force bases of the DPRK in wartime. Never has there been such a time as now when almost all the special operation troops of the ground force, navy, marines and air force of the U.S. that earned an ill fame in the past overseas aggression wars, and the aggression troops that go operational for the so-called “high-density strike” have found their way to south Korea all at once. The U.S. and the south Korean puppet forces openly bluster that they will examine the feasibility of the combined “beheading operation”, a key program of new OPLAN 5015, and the “removal operation” of nuclear and strategic rocket forces of the DPRK at the upcoming Key Resolve, Foal Eagle 16 joint military exercises.

The “beheading operation” touted by the enemies means a preemptive strike for “removing in advance the one empowered with the mandate of order” to deter the “use” of the nuclear and strategic rockets of the DPRK. Gravity of the situation is that the south Korean puppet forces are frantically joining the gangster-like U.S. in the implementation of “beheading operation,” not content with introducing nuclear war means of the U.S. into south Korea to kill the compatriots in the north. The above-said “beheading operation” and the moves to “bring down the social system in the DPRK” are the height of hostile acts against it. The service personnel and people of the DPRK regard the supreme headquarters of our revolution as dearer than their own lives. All the service personnel and people of the DPRK are ready to immediately and mercilessly punish without slightest leniency, tolerance and patience anyone provoking the dignified supreme headquarters even a bit. The Supreme Command of the Korean People’s Army clarifies the following principled stand reflecting the will of all the angry service personnel and people to take a thousand-fold revenge upon the enemies in view of the situation that has reached the dangerous phase which can never be overlooked any longer: From this moment all the powerful strategic and tactical strike means of our revolutionary armed forces will go into preemptive and just operation to beat back the enemy forces to the last man if there is a slight sign of their special operation forces and equipment moving to carry out the so-called “beheading operation” and “high-density strike.”

Our primary target is the Chongwadae, the centre for hatching plots for confrontation with the fellow countrymen in the north, and reactionary ruling machines. The Park Geun Hye group of traitors has long been disqualified to live in this land as it has recklessly introduced nuclear war means of its U.S. master to bring a nuclear disaster to this land, desperately decrying the DPRK’s nuclear deterrent and successes made in space development, treasures common to the Korean nation. The group will have to pay a very high price for its high treason to get the sun eclipsed and destroy the cradle of our life. If the enemies persist in their foolish military action, failing to come to their senses despite the DPRK’s crucial warnings, the DPRK will stage the second striking operation to totally eliminate its very source. The U.S. imperialist aggressor forces’ bases for invading the DPRK in the Asia-Pacific region and the U.S. mainland are its second striking target.

The Korean-style striking operation which has been in the making for several decades for the final battle against the U.S. imperialists, robbers, will be an unimaginable retaliation war and reduce the cesspool of all evils to ashes never to rise again on our planet. They should bear this in mind. The DPRK is possessed of the most powerful and ultra-modern strike means in the world which are capable of dealing fatal blows at the U.S. mainland any moment and in any place. There is no need for the DPRK to keep secret about its military capabilities for which it has exerted all efforts to fight decisive battles with the U.S. for more than half a century. The U.S. is fated to be punished and perish in the flames due to the DPRK’s deadly strikes. The doom of the U.S. has been sealed. Its strongholds for aggression are within the range of the DPRK’s strikes and its weaponry is ready to open fire. The U.S. and south Korean puppet forces would be well advised to make the final choice: Whether they are to face merciless punishment or opt for making apology, though belatedly, and putting the situation under control. Nothing is more foolish and reckless than trying to make the sun sink. The DPRK’s service personnel and people who are like manifold fortresses protecting the supreme headquarters of the revolution will mercilessly frustrate any provocation of the hostile forces and dash forward more dynamically for the final victory of the great Paektusan nation.

Advancing Food Sovereignty and Agricultural Production in Venezuela


This week Venezuelan President Hugo Chavez underscored the importance of the Venezuelan Academy of Agricultural Sciences (ACAV), the first national education, research, and extension center dedicated to improving agricultural production in the Latin American nation.

Built on recently nationalized lands in the rural state of Barinas, the new scientific research institute seeks to merge university and popular knowledge in an ongoing effort to increase food production and support the country’s rural producers engaged in Mission Agro Venezuela. In a message sent via Twitter on Sunday, Chavez highlighted “how beautiful our National Academy of Agricultural Sciences has become” and promised to “be there soon” in reference to the ACAV inauguration ceremony expected later this year.

The Venezuelan President issued his statement as Minister of Agriculture Juan Carlos Loyo and Barinas state Governor Adan Chavez presented 46 rural producers with the credit needed to finance cacao production (the raw material used for chocolate) as part of Mission Agro Venezuela, the latest in a series of attempts by the Chavez government to stimulate agricultural production.


Launched earlier this year, the socio-economic agricultural ‘mission’ works by registering rural producers, working with them to identify specific production constraints, and providing them with the land, credit, and machinery needed to boost agricultural production on privately- or collectively-held lands.

According to Mauricio Nunez, Venezuelan Vice Minister for Education and Innovation, the country’s national Academy of Agricultural Sciences “will strengthen Mission Agro Venezuela by providing producers with the training they need to become engaged in the agricultural development of the nation”.

Nunez, who described the ACAV as one of many “achievements of the Revolution”, went on to explain that the research and education center will provide rural producers with technical training on “controlling the pests, weeds, and sicknesses that affect harvests”. Financed by Venezuela’s Social Development Bank (BANDES) and the Venezuela-China Development Fund, the country’s first ever national Academy of Agricultural Sciences has cost nearly four million dollars in investments between 2009 and 2011.


The Academy’s national headquarters, made up of seven recently- completed buildings which include multiple classrooms, an investigation center, laboratory, library, computer lab, cafeteria, includes sufficient living quarters to house up to 500 students at any given time.

Located in Quebrada Negra, municipality Alberto Arvelo Torrealba, state of Barinas, the Academy’s central location is to be accompanied by future rural extension branches in the rural states of Guarico, Anzoategui, Aragua, and Monagas. Venezuela’s ACAV is located in the same municipality as the Latin American Institute of Agroecology (IALA) – Paulo Freire, a collaborative effort between the Venezuelan government and the international rural social movement, La Via Campesina, aimed at providing agroecological training to the sons and daughters of rural land activists that make up La Via Campesina Latin America.

According to Atilio Barroeta, Director of the Projects Infrastructure at the ACAV, “the lands on which today we are constructing the Academy of Agricultural Sciences previously belonged to a cattle ranch known as ‘The Future,’ comprised of 280 hectares (almost 700 acres), where the previous owners did nothing but raise a few heads of cattle and plant the so-called ‘bad (sugar) cane’ which damages the soil – the reason why our National Land Institute expropriating these lands”.


Approved by the National Assembly in March 2010, the Venezuelan Academy of Agricultural Sciences aims to help the Venezuelan people “reach technological independence and secure food sovereignty” by “forming a network that guarantees the coordination, cooperation, and complementarity between People’s Power and the diverse array of institutions that are currently involved in projects and programs” of agricultural development in Venezuela.

According to its founding charter, the ACAV recognizes the importance of numerous protagonists in the process of agricultural research and extension, from “researchers, technicians and academics in the field of the agricultural sciences” to a range of organizations of People’s Power that represent “small- and medium- scale producers, indigenous communities, peasants, and fisher- folk”, among others.

As a public institution of “knowledge creation,” the national center seeks to unite “popular know-how and ancestral knowledge as it interacts with and complements (universitybased) scientific knowledge in the creation of alternatives that are technologically appropriate and serve to improve the rational use and conservation of natural resources” as Venezuela seeks to boost agricultural production.


The nearly four million dollars spent on the construction of the ACAV were made available thanks to a 2010 Chinese government offer to Venezuela of $20 billion in financing. Made in April of last year, the loan is said to be one of the largest credits China has made to any country in its recent history.

Highlighting the importance of the Venezuela-China relationship, Venezuela’s Chavez explained that the funds would be directed towards infrastructure, energy, and agriculture, among other fields of economic importance, and that Chinese support represented a break from “international credit organizations that grant financing under unfavorable and undignified conditions for the beneficiaries”.

Venezuela’s ACAV is modeled after China’s Shandong Academy of Agricultural Sciences, located in the Janin province and part of the Chinese Academy of Agricultural Sciences (CAAS). Nationwide, China’s CAAS currently has some 10,000 staff members and 38 research institutes distributed across 17 of the country’s 22 provinces, dedicated to “agricultural and rural development and empowering farmers” in the struggle to feed China’s 1.4 billion inhabitants.

Venezuela – Repatriation of gold: timely, correct measure

Caracas, 22 Ago. AVN .- National Assembly lawmaker, Luis Acuña, emphasized this Monday that the decision made by the Government on repatriation of gold reserves, estimated in about 11 billion dollars, “has been a timely and correct measure.”

In a TV show, Acuña explained that the physic gold reserves, ingots, will be safeguarded by the Venezuelan Central Bank. On the other hand, the value of the reserves deposited in foreign banks, known as monetary gold, will be moved to more solid and growing economies to protect Venezuela”s resources from the world crisis of capitalism.

“These measures were very accurate, very important and most of all adopted really in time. Venezuela is just looking to place [its resources] in banks within solid economies, guaranteeing lower risks,” he underscored.

Acuña, who is the president of the Permanent Committee on Energy and Oil, highlighted that the Bolivarian Government has invested national reserves to improve citizens” quality of life through educative, health and infrastructure policies, among other.

“Reserves are seen today [by the Government] from a different point of view. That is to say, from health, economy, infrastructure and education for Venezuelans, not to be kept in gold in foreign countries,” he pointed out.

Acuña underscored that governments in the past used international reserves as a guarantee to request credits to foreign banks. In contrast, country”s resources are currently being destined to domestic development.

Venezuelan opposition supports weekly magazine accused for violating women’s rights

Caracas, 22 Ago. AVN .- The so-called Democratic Unity Table (MUD in Spanish), a political organization that groups the opposition in the country, expressed its support to the last publication of the weekly magazine 6to Poder in which uses terms like “bargirls” to refer to the six women presiding over offices in State”s Public Powers.

Human Rights coordinator, Delsa Solorzano, said that “on behalf of the democratic coalition,” she supported the weekly magazine because they consider that open an investigation to the people in said media represents “a new attack against the freedom of expression.” Nevertheless, 6to Poder has been accused for violating Venezuelan women”s Human Rights; symbolic violence against gender and family; and direct offense against legitimate State powers and institutions.

Solorzano defended the weekly magazine and its directors, alleging that vilification is not a crime.

She added that vilification should be suppressed from Venezuelan laws because “the Government continues giving its back to the Inter-American Human Rights System,” the opposition newspaper La Voz quoted her.

On Sunday, hundreds of women demanded an investigation to the Public Ministry and the shut down of the weekly magazine 6to Poder.

The request was handed over to the General Attorney of the Republic, Luisa Ortega Diaz, by women”s representatives.

The publication makes reference, using a disrespectful speech, to the public functions of Blanca Eekhout (second vice-president of the National Assembly); Luisa Estella Morales (president of the Supreme Court of Justice); Gabriela Ramirez (Ombudswoman); Adelina Gonzalez (Deputy Comptroller General); Luisa Ortgega Diaz (General Attorney); and Tibisay Lucena (president of the National Electoral Council).
